AMP Sudan Advances De-Risking Renewable Energy Investment for Solar Minigrids

The Africa Minigrids Program (AMP) Sudan has reached an important milestone with the successful completion of a series of three workshops supporting the De-Risking Renewable Energy Investment (DREI) analysis for solar minigrids, aimed at accelerating sustainable energy access in Sudan.

Held from 13–15 January 2026 in Port Sudan, the workshops were led by the Ministry of Energy, the Sudan Electricity Holding Company (SEHC) – Project Management Unit, in partnership with the United Nations Development Programme (UNDP), with contributions from international and national DREI consultants.

Strengthening the Enabling Environment for Solar Minigrids

The workshop series brought together public institutions, private sector actors, and national technical experts to address key barriers to investment and support the development of an enabling policy and financing environment for solar minigrids in Sudan.

The activities included:

  • Stakeholder Sensitization and Institutional Data Collection
Engagement with public institutions, regulators, utilities, and civil society organisations to introduce the DREI framework and gather institutional data to inform the analysis.
  • Information Session for Developers, Operators, and Investors
Discussions with developers, EPC contractors, financiers, and equipment suppliers to identify investment risks, market barriers, and potential de-risking instruments for solar minigrids.
  • Technical Working Group Capacity Building
Hands-on training for national technical experts and policymakers on DREI tools, scenario validation, and the development of policy and financing roadmaps to support renewable energy deployment.

Supporting Clean Energy Investment in Sudan

Together, these workshops represent a significant step toward reducing investment risk and mobilising private sector participation in Sudan’s solar minigrid market. By fostering inclusive dialogue and strengthening national capacity, AMP Sudan is contributing to the country’s broader clean energy transition and efforts to expand reliable, affordable electricity access in underserved areas.Supporting Clean Energy Investment in SudanTogether, these workshops represent a significant step toward reducing investment risk and mobilising private sector participation in Sudan’s solar minigrid market. The insights and data generated will directly inform the ongoing DREI study, supporting the design of targeted policies and financial instruments to unlock sustainable energy access and scale private investment in renewable energy.
