We’re excited to recognize Abdoulkader Moussa Abdoulkader, National Coordinator of the Africa Minigrids Program (AMP) in Djibouti, as this month’s Champion!

Each month, AMP spotlights individuals advancing clean energy solutions across Africa at national, regional, and global levels.

Abdoulkader is an energy specialist serving as national coordinator of AMP at Djibouti’s Ministry of Environment and Sustainable Development, in partnership with the United Nations Development Programme (UNDP). Since assuming the role in October 2023, he has led AMP Djibouti’s daily operations, overseeing a national program designed to expand access to clean and affordable energy. Through the development of renewable energy minigrids in off-grid areas, he is helping accelerate Djibouti’s transition toward a more sustainable and inclusive energy future.


Q: What’s your story—how did you end up working in the clean energy industry?

A: Before becoming the national coordinator, I gained professional experience in the energy and electrical installations sector, notably through internships at Djibouti International Airport and Senelec, as well as roles at the Electrical Installations Compliance Office at the Ministry of Urban Planning, Environment, and Tourism.

Academically, I hold a Master’s degree (Master 2) in Energy from the École Supérieure de Génie (ESGE-SA). I also earned a bachelor’s degree in Renewable Energy from the same institution, as well as a higher technician diploma.

Q: Briefly describe your role and involvement with AMP so far.

A: I took up my role as coordinator of AMP in October 2023, where I am responsible for coordinating and managing the day-to-day implementation of this national program. AMP promotes access to clean and affordable energy through the development of renewable energy minigrids in rural and off-grid areas of Djibouti.

In my current role, I contribute directly to implementing sustainable electrification solutions and reducing dependence on fossil fuels, supporting the country’s transition to renewable energy sources.

Q: What excites you most about the potential of AMP, specifically in your country?

A: What excites me most about AMP’s potential in Djibouti is its ability to sustainably transform access to energy in rural and remote areas. Many communities remain disconnected from the national grid, and solar minigrids provide a practical, rapid, and sustainable solution.

AMP also offers a unique opportunity to create an environment that encourages private investment, strengthens national capacities, and accelerates the country’s energy transition. Beyond electricity, it helps stimulate local development, support income-generating activities, and improve living conditions for communities.

Q: What is one thing you want people to know about minigrids and access to electricity?

A: Minigrids are not a temporary or secondary solution. They are a modern, reliable, and sustainable way to bring electricity to off-grid areas.
