The Africa Minigrids Program (AMP) is a USD 45 million country-led technical assistance programme designed to stimulate the solar-battery minigrids market to increase electricity access in 21 countries. The goal is to bring the development benefits of energy access to a wide array of communities across the continent by focusing on promoting productive uses of energy to support socio-economic development in key sectors such as agriculture, healthcare, education, and small businesses.
Prior to their commencement, the AMP country projects underwent a Social and Environmental Screening Procedure (SESP) in line with UNDP social and environmental standards (SES). The SESPs identifies the potential environmental and social risks associated with each project, as well as the recommended respective assessment, management and monitoring measures. An Environmental and Social Management Framework (ESMF) was also prepared. In addition, a Stakeholder Engagement Plan (SEP) and Gender Action Plan (GAP) were also prepared and will be implemented.
Before implementation of any of the minigrid pilots planned under the project, a environmental and social assessment will be undertaken to identify, assess and manage the site-specific environmental and social impacts that may be associated with the project. This includes compensating for any possible loss of land, properties or livelihoods as a result of construction of the minigrids. The resulting site-specific Environmental and Social Management Plans (ESMPs) will be implemented and monitored to ensure no adverse impacts are associated with these activities. Continuous monitoring and supervision of environmental and social safeguards will take place by expert consultants and will be regularly checked by UNDP.
All SES documents prepared under this project have been or will be disclosed to receive comments from stakeholders within 60 days of their disclosure. Final revised versions of these documents have been or will be disclosed for reference.
